Michael is the Director of Property Operations at the New York City Department of Finance. An analyst and New York State Certified Assessor, Michael has been working in the field of municipal tax policy since 2006. At the beginning of his career, while attending graduate school, Michael worked as a Market Analyst at the New York State Office of Real Property Tax Services in Albany, NY. Coordinating with villages, towns, and counties, he conducted sales ratio analyses to set Residential Assessment Ratios and Equalization Rates. As an experienced assessment analyst Michael accepted a position at the NYC Department of Finance in 2011. Since then he has worked in several supervisory and managerial roles. As the Deputy Director of Quality Assurance Michael spearheaded the development of some of the data reporting, mapping, and analytical tools currently being used by assessment staff. Since 2018 he has been serving as the Director of the Property Operations Group. In this role he is responsible for many of the operational functions of the Property Valuation and Mapping Division including the various workflows to produce the assessment roll. Managing special projects and process improvement initiatives, he is also responsible for managing the assessor certification process. Outside of his official duties at the Department of Finance, Michael is a doctoral candidate at West Chester University. The focus of his research is tax policy and administration, tax equity, public-sector transparency, modernization, and data sharing to improve the accessibility of information to stakeholders.
